Europol's Innovation Lab has issued a stark forecast: hijacked autonomous vehicles, weaponised drones, and sophisticated humanoid robots will become routine criminal tools across Europe within a decade. Its latest report from the Innovation Lab sets a firm deadline: by 2035, European law enforcement will routinely confront crimes committed not merely with robots, but effectively by them. Hijacked self-driving cars, weaponised drones, and humanoid robots will fundamentally reshape organised crime across the continent, and most police forces are nowhere near ready.
The report moves well beyond speculative fiction. It delivers concrete threat assessments covering delivery drones used to smuggle contraband, autonomous vehicles repurposed as battering rams, and healthcare robots manipulated to endanger vulnerable patients. Crime-as-a-Service Goes Physical
The shift from digital crime-as-a-service to what the report terms crime-at-a-distance is already underway. The Liability Gap Europe Cannot Afford to Ignore
Mikko Hypponen, chief research officer at WithSecure and one of Europe's most respected voices on digital threats, has repeatedly warned that the physical-digital boundary is dissolving faster than legislatures can respond. Robotic crime sits precisely at that boundary. A hacked delivery robot crashing into a pedestrian, or an autonomous vehicle remotely commandeered to blockade a building, generates simultaneous questions of cybersecurity law, product liability, and criminal law, all at once, across potentially multiple EU jurisdictions.
Insurance frameworks are equally underprepared. Legal systems will need new doctrines for assigning responsibility when autonomous systems cause harm at the direction of a criminal third party. Precedent-setting court decisions will likely emerge from the EU before coherent legislation does, which is a poor substitute for proactive policy.
The rise of AI-assisted investigative tools does demonstrate that law enforcement can adapt to technological change. Several European forces are already trialling machine-learning platforms for evidence analysis and pattern recognition. But criminals are adopting comparable technologies at a pace that should concern every chief constable and interior minister in Europe.
