The US retains roughly 25 times more deployed AI compute power than its nearest state-backed rival, but that gap is narrowing faster than many anticipated. Certain national AI programmes have mobilised sovereign capital at a pace that private-sector-led ecosystems find difficult to match, integrating artificial intelligence directly into industrial strategy with manufacturing integration targets of 90% by 2030.
Huang has repeatedly framed this not merely as a hardware contest, but as a battle for the global developer community that will define AI's future applications. In his words: "It's vital that America wins by racing ahead and winning developers worldwide." That argument translates directly to Europe, where the question of whether the EU can attract and retain AI talent is equally pressing.
European Stakes: Regulation, Energy, and Talent
The structural comparison that unsettles Huang looks uncomfortably familiar from a Brussels or London perspective. Consider the three key variables he highlights: government support, energy costs, and developer access.
On government support, the EU has moved in the right direction with its EUR 20 billion target for AI investment under the AI Continent Action Plan, but execution remains fragmented across member states. The UK's AI Opportunities Action Plan, announced in early 2025, represents a more coordinated posture, yet neither framework approaches the top-down industrial coordination that state-directed competitors deploy.
On energy, the situation is arguably more acute in Europe than in the United States. Power prices across Germany, France, and the UK remain significantly higher than in jurisdictions offering explicit subsidies to AI infrastructure operators. Building and running hyperscale AI data centres in Frankfurt or Amsterdam carries cost burdens that directly affect the economics of European AI development.
Carme Artigas, co-chair of the United Nations AI Advisory Body and former Spanish Secretary of State for Digitalisation, has argued publicly that Europe must treat AI infrastructure investment as a strategic priority equivalent to defence spending, warning that falling behind on compute capacity has consequences that extend well beyond the technology sector.
Yoshua Bengio, the Turing Award laureate who advised the EU's AI Act consultation process and serves on the UK's AI Safety Institute advisory structure, has similarly cautioned that regulatory design matters enormously: rules that are well-calibrated can coexist with competitiveness, but rules that are poorly scoped risk pushing frontier development outside European jurisdiction entirely.
Export Controls: A Cautionary Tale for European Industrial Policy
Perhaps the most pointed section of Huang's argument concerns export controls. He has suggested that US restrictions on advanced chip sales have functioned, in part, as an accelerant for domestic AI capability-building in targeted countries, forcing faster investment in indigenous technology stacks rather than slowing progress.
This is a lesson European policymakers would do well to absorb. The EU is currently developing its own semiconductor and AI export control frameworks under the European Chips Act and associated security provisions. The risk of designing those controls poorly is real: restrictions that are too blunt may push European firms toward non-European suppliers whilst simultaneously encouraging competitors to accelerate self-sufficiency programmes.
ASML, the Dutch semiconductor equipment manufacturer whose extreme ultraviolet lithography machines underpin global chip production, sits at the centre of this tension. The Dutch government's decisions on ASML export licences have already become a flashpoint in technology geopolitics, demonstrating that European firms are not bystanders in this contest but active, consequential participants.
The Developer Ecosystem Question
Huang's most pointed criticism centres on the fragmentation of global developer communities. His argument is that AI innovation depends on open, diverse, and collaborative networks of engineers and researchers. Policies that fragment those networks, whether through export controls, data localisation mandates, or visa restrictions, impose a structural cost on the nations that implement them.
For Europe, this framing highlights a genuine tension at the heart of the AI Act and related digital sovereignty initiatives. Protecting European data and ensuring algorithmic accountability are legitimate policy objectives. But if the cumulative effect of those measures is to make Europe a less attractive environment for AI developers and AI companies, the regulatory burden may undermine the very industrial base it is designed to govern.
The key competitive variables can be summarised as follows:
- Government coordination: State-directed programmes offer speed and scale that fragmented market ecosystems struggle to replicate.
- Energy subsidies: Power costs for AI infrastructure create compounding cost advantages that widen over time.
- Developer access: Restrictions on talent mobility and open-source collaboration risk reducing the diversity of innovation.
- Export controls: Poorly designed restrictions may accelerate competitor self-sufficiency rather than impeding it.
- Regulatory clarity: Uncertain or inconsistent rules deter long-term AI infrastructure investment.
What Europe Should Take From This
The geopolitical AI race is often framed as a bilateral contest between the United States and China, with state-backed Gulf programmes treated as secondary players. Huang's comments suggest that framing is already outdated. Any nation or bloc that combines sovereign capital, cheap energy, and a clear industrial mandate can move faster than the conventional wisdom suggests.
Europe's response cannot simply be to deregulate and hope the private sector catches up. The EU and UK do not have the sovereign wealth mechanisms that some competitors deploy, and energy pricing reform moves slowly through democratic institutions. What Europe does have is a deep research base, world-class institutions including ETH Zurich and the Turing Institute, a single market of 450 million people, and a regulatory reputation that, if calibrated correctly, could become a competitive asset rather than a liability.
The question Huang's warning poses for European policymakers is not whether to race, but how to run. Standing still whilst competitors deploy state capital at scale is not a neutral act. It is a choice with consequences that will compound for decades.
