Adoption is highest among professionals in financial services and technology, the two sectors with the steepest increase in AI-related vacancies across the EU. Eurostat data from early 2025 put youth unemployment across the eurozone at 14.7%, underlining that competition is structural, not cyclical. AI tools are not solving that structural problem, but they are helping individual candidates navigate it.
The risk is equally clear. As Dragoș Tudorache, the European Parliament rapporteur who led negotiations on the EU AI Act, has noted publicly, automated screening tools can encode bias at scale if they are not audited and tested against diverse candidate pools. Under the Act, AI systems used in recruitment are classified as high-risk, which means mandatory conformity assessments, logging of decisions, and the right of candidates to request a human review. Employers who ignore those obligations face fines of up to 30 million euros or 6% of global annual turnover.
Employers: Compliance Is Now a Recruitment Technology Problem
On the employer side, the picture is more complex.
