The race for healthcare AI dominance has turned into a full sprint. Anthropic launched Claude for Healthcare within days of OpenAI's ChatGPT Health announcement, positioning the two companies in direct competition for the global healthcare market valued at $4.2 trillion. For European health systems, insurers, and regulators already grappling with the EU AI Act and GDPR, this transatlantic arms race carries immediate practical implications.

Anthropic's timing at the JPMorgan Healthcare Conference was calculated. The company framed its offering as a comprehensive suite targeting patients, providers, and pharmaceutical companies simultaneously. OpenAI, by contrast, has taken a consumer-first approach that has already attracted over 230 million weekly users asking health-related questions globally. Two very different bets on where healthcare AI value ultimately sits.

Personal Health Records Enter the Chat

Both platforms now allow users to connect personal health records directly to AI chatbots. Anthropic partnered with HealthEx, a startup aggregating data from more than 50,000 health systems, whilst OpenAI chose b.well, which connects to 2.2 million providers and 320 health plans. The ambition is clear: provide the kind of holistic, longitudinal health picture that fragmented European health systems, divided between national and regional records infrastructures, have historically struggled to deliver. In the UK, where NHS patient records remain notoriously siloed across trusts, the appeal of a unified AI health layer is obvious. The risks, however, are equally significant.

Privacy concerns dominate any honest assessment of these consumer offerings. In the United States, direct-to-consumer AI health tools frequently fall outside HIPAA's direct regulatory scope. In Europe, the situation is different in law but not necessarily in practice. GDPR classifies health data as a special category requiring explicit consent and strict processing conditions, yet the boundary between a wellness app and a medical device remains contested territory under the EU AI Act's risk classification framework.

Ursula von der Leyen's European Commission has repeatedly flagged health AI as a priority sector requiring rigorous oversight. Sanofi, operating out of Paris, has similarly been vocal about AI's role in its pipeline development, making both companies credible early indicators of how European pharma intends to adopt these platforms.

Administrative efficiency is another major battleground. Both Anthropic and OpenAI promise to streamline prior authorisation requests and insurance appeals by aligning clinical guidelines with patient records. In European contexts, the equivalent challenge involves reconciling national clinical guidelines, cross-border treatment authorisations under EU healthcare directives, and the labyrinthine coding requirements of individual national reimbursement systems. The potential cost savings are substantial; the implementation complexity is equally so.

Medical professionals across Europe have been measured rather than enthusiastic in their early responses. The consensus, expressed at forums including last year's Health Innovation Manchester Summit, holds that AI augments clinical capacity rather than replacing it. The question is not whether AI belongs in healthcare; it plainly does. The question is whether these particular platforms, built primarily around US regulatory and reimbursement structures, can be adapted quickly enough to serve European patients within European legal frameworks. The $4.2 trillion prize guarantees both companies will try. Whether they succeed in Europe will depend less on their technology than on their willingness to engage seriously with regulators in Brussels, London, and Bern.
