The problem is not about access to facts; it is about the cognitive process of finding and synthesising information for oneself.
This is not a fringe finding. It aligns with a growing body of evidence that passive consumption of pre-digested content weakens the neural pathways that underpin genuine comprehension. Traditional search requires us to evaluate sources, read multiple perspectives and synthesise information ourselves. AI chatbots eliminate that cognitive workout entirely, serving up answers that demand minimal mental effort.
"Even when holding the facts and platform constant, learning from synthesised LLM responses led to shallower knowledge compared to gathering, interpreting and synthesising information for oneself via standard web links," Melumad notes. In plain terms: the shortcut is not free. You pay for it with understanding.
Europe's Educational Paradox
Despite mounting evidence, AI adoption in European education is accelerating. Universities from Amsterdam to Edinburgh are piloting bespoke chatbots, and the European Commission's own digital education action plan actively encourages AI integration in classrooms. The paradox is stark: the same technology being promoted as a tool for personalised learning may simultaneously be hollowing out the deep thinking skills that education is supposed to develop.

The European AI Office, established under the EU AI Act and now overseeing high-risk AI applications including educational tools, has yet to issue specific guidance on cognitive dependency risks, but the legislative framework is there to mandate it if political will follows the evidence.
The cheating dimension compounds the picture. Surveys across UK secondary schools and European universities consistently show that a substantial majority of students are using chatbots to complete assignments. When a large cohort of young people develop the skill of retrieving answers rather than constructing understanding, the downstream consequences for critical thinking and professional competence are serious. This is not moralising; it is a workforce pipeline problem that European employers will feel within a decade.
Active Learning Versus Passive Consumption: What the Evidence Says
The core cognitive science here is not new. Desirable difficulty, the principle that making learning slightly harder improves long-term retention, has been established since Robert Bjork's foundational work in the 1990s. What the PNAS Nexus study adds is direct empirical evidence that AI chatbots systematically remove desirable difficulty from the information-gathering stage of learning, with measurable consequences for knowledge depth.

The answer is not to ban AI from classrooms. That ship has sailed and the argument was never convincing. What is needed is deliberate instructional design that preserves the cognitive benefits of active learning whilst allowing AI to play a genuinely useful supporting role.
Educators and institutions should consider the following approaches:

The European University Association, which represents more than 800 institutions across 48 countries, has called for AI literacy to be embedded across all disciplines rather than treated as a standalone digital skills module. That is the right instinct, but literacy must include understanding the cognitive risks of AI reliance, not just the operational mechanics of prompting a chatbot.
The Wider Stakes for European Society
The implications extend beyond individual learning outcomes. As AI assistants become embedded in professional workflows across the EU and UK, from legal research to medical diagnosis to policy analysis, the capacity for deep, independent reasoning becomes a strategic asset. A workforce that has been trained to retrieve rather than think is a vulnerability, not a capability.
The EU AI Act classifies AI systems used in education and vocational training as high-risk, which requires conformity assessments and transparency obligations. But the Act addresses bias and data rights more clearly than it addresses cognitive dependency. There is a legitimate case for the European AI Office and the UK's AI Safety Institute to commission further research into the long-term learning effects of AI tool design, and to consider whether design requirements, not just transparency disclosures, are warranted.
The technology is not going away. Neither is the evidence that convenience and comprehension frequently work against each other. Europe's educators and regulators have both the research base and the regulatory architecture to act. The question is whether they will move before a generation of shallower thinkers enters the labour market.
