OpenAI has turned London into the operational hub of its entire non-American presence, and the implications for UK AI governance are too significant to treat as a routine corporate real-estate story.

The San Francisco company's London headcount crossed 200 employees during the first quarter of 2026, according to hiring disclosures reviewed by this publication, making it the largest OpenAI office outside California by a meaningful margin. The roles are not back-office support. They skew heavily toward public policy, commercial partnerships, and what OpenAI internally describes as frontier evaluation, the work of stress-testing frontier models before and after deployment.

That last category is the one that should command attention. Frontier evaluation sits at the precise intersection where OpenAI's commercial interests and the mandate of the UK AI Safety Institute, known formally as AISI, converge and occasionally collide.

The EU AI Act's tiered obligations on general-purpose AI model providers came into full effect for the highest-capability systems in August 2025. OpenAI, whose GPT-4 class models unambiguously qualify as systemic-risk models under the Act's thresholds, faces mandatory incident reporting, model evaluation obligations, and cooperation requirements with the EU AI Office in Brussels. A large London operation, staffed with people fluent in both EU and UK regulatory vocabulary, functions as a credible interlocutor for both jurisdictions simultaneously. Post-Brexit, the UK is not subject to the EU AI Act, but it is close enough in outlook and talent pool to serve as a staging ground for EU engagement.

DeepMind, Alphabet's London-based frontier lab, has operated this way for over a decade: using its UK base to engage Whitehall and Brussels without being organisationally domiciled in either regulatory jurisdiction. OpenAI appears to be borrowing that playbook.

Mistral AI, the Paris-based frontier model company that has become Europe's most prominent indigenous challenger to US labs, is watching this dynamic closely. Mistral has argued publicly, including in submissions to the EU AI Office, that non-European labs expanding European headcount should not receive the same regulatory treatment as companies whose research and governance structures are genuinely European. It is a principled position, though one that also happens to suit Mistral's competitive interests. That coincidence does not make the argument wrong.

The Composition of the Headcount Matters

OpenAI's London hiring is not primarily an engineering build-out. Sources familiar with the office's composition describe a team weighted toward three functions: government affairs and public policy, enterprise sales and partnerships with UK institutions, and the frontier evaluation work referenced above.

The policy and partnerships weight explains the timing. The UK government's AI Opportunities Action Plan, published in January 2025 and drawing heavily on recommendations from Matt Clifford, the co-founder of Entrepreneur First who was appointed AI adviser to Prime Minister Keir Starmer, identified a pipeline of public-sector AI deployment opportunities worth billions of pounds. OpenAI wants those contracts. Winning them requires sustained relationship infrastructure, not a quarterly visit from a San Francisco executive.

The frontier evaluation staffing is more technically interesting. AISI's model testing programme depends on having counterparts inside the labs who understand evaluation methodology well enough to make the access agreements operationally meaningful. A London-based OpenAI evaluation team makes that collaboration faster and, arguably, more substantive. It also, less charitably, gives OpenAI more visibility into exactly what AISI is testing and how.

The scale of OpenAI's London commitment is best understood through the numbers that anchor its strategic rationale, from headcount growth to the regulatory landscape it is navigating.

What the AISI Partnership Actually Delivers

The May 2023 memorandum of understanding between OpenAI and AISI was genuinely novel when it was signed. It created a framework for pre-deployment access that influenced similar agreements between AISI and Anthropic and Google DeepMind. The UK government cited the existence of these agreements as evidence that voluntary cooperation with frontier labs could substitute for, or at least complement, binding regulation.

Whether that substitution holds up as models become more capable is the core question. AISI's published evaluation reports have been cautious about making strong public claims regarding model risk, partly because the institute is constrained by the confidentiality terms of its access agreements. Critics including researchers at the Alan Turing Institute have pointed out that evaluation programmes whose findings cannot be fully disclosed provide limited public accountability, regardless of their technical rigour.

OpenAI's expanding London presence does not resolve this tension. If anything, it sharpens it. The more integrated OpenAI becomes into the UK's AI governance infrastructure, through personnel proximity, policy engagement, and formal testing partnerships, the harder it becomes for AISI to function as a genuinely independent check. That is not an accusation of bad faith on either side; it is a structural observation about how institutional relationships work.

The UK government would argue that the alternative, keeping frontier labs at arm's length and forgoing access agreements, would leave AISI evaluating models it has never seen in advance of deployment. That is a legitimate counter-argument. It does not fully resolve the concern.

The Talent Signal

Beyond governance, the London expansion tells a story about where OpenAI believes the frontier talent competition will be decided. The UK produces a disproportionate share of the world's AI researchers relative to its population, a fact attributable in part to sustained investment in university AI programmes at institutions including University College London and the University of Edinburgh. Retaining that talent in London, rather than watching it relocate to San Francisco or Paris, serves OpenAI's research pipeline as much as its regulatory positioning.

This creates a dynamic that UK policymakers have not fully grappled with: OpenAI's presence generates local employment and tax revenue, deepens safety-relevant collaboration with AISI, and simultaneously concentrates frontier AI capability in a structure that remains legally and strategically accountable to California. The benefits are real. So is the dependency.

THE AI IN EUROPE VIEW

OpenAI's London expansion deserves a more rigorous political response than the UK government has offered so far. The instinct in Whitehall has been to frame the growth in headcount as validation of the UK's AI ambitions, proof that Britain remains an attractive home for frontier technology. That framing is not wrong, but it is dangerously incomplete.

The concentration of OpenAI's non-US policy, evaluation, and partnership staff in London creates a structural proximity to AISI that will, over time, test the independence of that institution. This is not a reason to reject the partnership model; it is a reason to build explicit independence safeguards into AISI's mandate and resourcing that do not currently exist in sufficient form. AISI needs the ability to publish meaningful findings without being constrained by confidentiality terms negotiated from a position of relative weakness.

More broadly, the UK needs a clearer answer to this question: what does it actually want from hosting the largest non-US office of the world's most prominent AI company? If the answer is jobs, tax receipts, and a seat at the frontier safety table, those are achievable goals. If the answer also includes genuine regulatory influence over how OpenAI's models are developed and deployed, the current arrangement falls well short of delivering it. Proximity is not leverage unless it comes with teeth.
